Procurement intentions for proposed Family Centre Service Posted on 7 Aug 2017

Hertfordshire County Council (HCC) is responsible for Commissioning a range of services to support children, young people and their families. The council’s contracts for the health visiting service, school nursing service (public health nursing service) and children’s centre programme, currently expires on 30 September 2018 and therefore needs to be re-procured. 

Lead commissioners from children’s services and public health have been exploring opportunities for the services to be more aligned in their delivery to support our ambition to enable every child to have the best possible start in life, giving them the best opportunities throughout their education and working lives.

Children’s services and public health have undertaken considerable preparatory work to transform and align these services so that the council can meet its statutory and mandated duties to support babies, children, young people and their families, and to address wider issues in the education, health and social care system. 

To support this it is proposed that the new services be delivered under one overarching offer Hertfordshire's Family Centre Service.

 

It is the intention that Hertfordshire’s Family Centre Service will be procured via five separate Lots. Potential providers can bid for a single Lot or multiple Lots, however each Lot will be evaluated separately and a single contract will be awarded for each Lot. This is depicted in the diagram below. Under a single procurement process, it is likely that the Lots will be structured as follows.

  • Lot 1 - public health nursing (countywide provision)
  • Lot 2 - family support work (Watford, Three Rivers, Hertsmere)
  • Lot 3 - family support work (St Albans, Dacorum)
  • Lot 4 - family support work (Broxbourne, East Hertfordshire, Welwyn/Hatfield)
  • Lot 5 - family support work (Stevenage, North Hertfordshire).

 Mulitple delivery model

It is the absolute expectation that each of the providers awarded the contracts works in a cohesive and aligned partnership to collectively deliver a unified Family Centre Service, via a single branded offer, to the families they collectively serve.
